Ryan Becker, Principal Consultant

With over 20 years of experience in wildland fire and aviation management, Mr. Ryan Becker brings a unique perspective to complex and high-consequence problems involving preparedness, planning, situational awareness and decision support. Specific areas of management expertise include regulations and standard procedures, organizational structures and relationships, purchasing and contracting processes, information and technology infrastructure, and cultural influences on organizational decision-making.

Ryan led the US Forest Service's Aerial Delivery group from 2002-2015, including the qualification test programs for the MAFFS, DC-10, 747, BAe-146, RJ-85, MD-87, and C-130Q/L-100 Next Generation airtankers. From 2013-2018, he led the development of a data collection methodology and created a 15-person organization to study the operational performance and effectiveness of aerial firefighting. He chaired an interagency committee that guided and promoted the study, developed executive and Congressional briefing materials, and promoted study goals to the aircraft owners and operators who were affected by the study.

Ryan led development of the US Forest Service National UAS Operations Plan, Programmatic Risk Assessment, and Strategic Plan as National UAS Program Manager. He coordinated program development with the US Department of Interior's highly regarded UAS Program and the Federal Aviation Administration.

Trevor Maynard, Principal Consultant

Trevor Maynard is a Mechanical and Fire Protection Engineer with over 15 years’ experience in fire science and investigation (including both wildland and structure fires) and commercial aerospace. His specific areas of expertise include fire investigation, fire behavior analysis, design and certification of fire prevention equipment, and the development of computational tools to support wildland fire management.

From 2015 to 2020, Trevor served as a Fire Research Engineer with the US Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Fire Research Laboratory. His primary responsibilities included performing fire dynamics analyses for complex investigations, live fire testing, and incident timeline analysis to support the resolution of fire investigations. From 2016 to 2020, he served as Section Chief, supervising a team of eight forensic engineers. Trevor has provided courtroom testimony as an expert witness.

Prior to joining ATF, Trevor was a Mechanical Engineer with the US Forest Service in Southern California, where he provided technical assistance in wildland fire origin and cause investigations and managed the federal certification of wildland fire prevention equipment. Trevor worked as a Materials Engineer in the commercial aerospace industry before joining the US Forest Service.

Dr. Maynard obtained a PhD in Mechanical Engineering from the University of California, Riverside, where his doctoral research focused on the fundamental physics of wildland fires. He has taught engineering courses at the university level, and regularly provides training in fire science and investigation to investigators and engineers around the country. He holds professional licensure as both a Fire Protection and Mechanical Engineer in California and is an FAA licensed pilot.
